When you reel line in using a suspending jerk bait they have a swimming action at the depth they're weighted to stay at. Suspending jerk baits (I've never actually seen a crank bait that suspends my self, only jerk baits) are weighted so they're buoyant and suspend at a specific depth ("stay where they are" as you said) and when you pull or jerk the rod the lure jerks and has an action similar to an injured or dying fish. There are many different styles of crank and jerk baits. The one you've asked about is probably a suspending jerk bait. They're not all the same and don't all behave the same way in water. Their shape, weight, and whether they have a "bill" or "lip" on the front of them determine how they react in the water.
